		<Abstract>Managing the institution of science and scholarly policymaking for achieving a creative scientific community need a detailed understanding of factors that influence the process of science production. A set of biological, psychological, social, and economic factors influence the scientist. This paper reviews the biological factors which influence the scientific behavior. The relation between genetic and neurological structures and human intelligence and high-level scientific behavior in research, the relation between the structure of brain and its various areas and different scientific behaviors, and the impact of gender on scientific talent and scientific productivity are the main topics. The paper also proposes a bio-psychological approach to science policy and discusses the results of this new approach for the old problem of resource allocation in science.

مدیریت مؤثر نهاد علم و سیاست‌گذاری عالمانه برای دست‌یابی به جامعه‌ی علمی خلاق و مولد نیازمند شناختی تفصیلی از عوامل مؤثر بر فرایند تولید علم است. مجموعه‌ای از عوامل زیستی، روان‌شناختی، اجتماعی و اقتصادی بر دانشمند در جایگاه بازیگر اصلی میدان علم تأثیر می‌گذارد و رفتار علمی او را مشروط می‌سازد. مقاله‌ی حاضر عوامل زیست‌شناختی مؤثر بر فعالیت علمی و نحوه‌ی تأثیرگذاری آنها را آن طور که در ادبیات روان‌شناسیِ زیست‌شناختیِ علم بازتاب یافته، بازخوانی می‌کند. نسبت ساختارهای ژنی و عصب‌شناختی با هوش انسانی و فعالیت‌های سطح بالای علمی در محققان، رابطه‌ی ساختمان مغز و مناطق گوناگون آن با فعالیت‌های گوناگون علمی و تأثیر جنسیت بر استعداد و علاقه‌ی علمی و کم و کیف تولیدات علمی سرفصل‌های عمده‌ی مورد بحث در مقاله است. مقاله علاوه بر این، به تأمل در باب اتخاذ رویکردی زیستی ـ روان‌شناختی در سیاست‌گذاری علمی و به بحث پیرامون نتایج رویکرد پیشنهادی برای تخصیص مؤثرتر منابع پژوهشی می‌پردازد.
