روش فهم مسئله‎مندی در مطالعه خط‎مشی عمومی: مفاهیم و کاربست

چکیده

مسئله‎محوری به‎عنوان یکی از ارکان علوم خط‎مشی سبب شد تا مسئله خط‎مشی تبدیل به ابژه مطالعاتی مهمی در این علوم شود. این مفهوم نیز مانند سایر مفاهیم مطرح در علوم خط‎مشی، مورد نزاع رویکردهای معرفت‎شناسی مختلف قرار گرفته است. تحلیل گفتمان به‎عنوان یکی از این رویکردها با طرح ایده مسئله‎مندی نگاه متفاوتی به مطالعه مسئله خط‎مشی ارائه کرده است. بررسی ادبیات تحلیل گفتمان در مطالعات خط‎مشی عمومی نشان می‎دهد، گفتمان حاکم با واردکردن ابژه در بازی درست و نادرست، امور را مسئله‎مند می‎کند. این نگاه به مسئله خط‎مشی نه‎تنها از رویکردهای رقیب تحلیل گفتمان متمایز است، بلکه تفاوت‎های ظریفی با رویکردهای هم‎مسلک تحلیل گفتمان نیز دارد. در پژوهش حاضر، نخست به بررسی جایگاه مسئله در مطالعات خط‎مشی پرداخته شده و سپس با طرح اجمالی مفاهیم تحلیل گفتمان، مسئله‎مندی خط‎مشی از دیدگاه رویکرد گفتمانی مورد تبیین قرار گرفته است. درنهایت نیز با اتخاذ رویکردی انتقادی، گام‎هایی برای فهم مسئله‎مندی خط‎مشی ارائه می‌شود. نتیجه این گام‎ها فهم آنچه به‎عنوان مسئله قلمداد شده، فهم پیش‎فرض‎ها، فهم تبار و دیرینه مسئله، فهم نامسئله‎هایی که طرد شده‎اند و فهم عوامل دخیل در بدیهی انگاشتن مسئله است
