ترسیم مدل‌های ذهنی خط مشی گذاران عمومی: واکاوی چیستی، کاربست، سیاق اجرا و نقدهای وارده بر روش نقشه‌شناختی

چکیده

مدل‌های ذهنی خط‌مشی‌گذاران عمومی زیرساخت‌های اصلی شکل و محتوای خط‌مشی‌های عمومی هر کشوری هستند. تعامل و گفت‌وگوی این مدل‌های ذهنی می‌تواند زمینه‌پرداز شکل‌گیری خط‌مشی‌های باکیفیت‌تری شود. در فرایند تحلیل خط‌مشی‌های عمومی تبیین فرض‌کاوی، ارزش ‌کاوی و کاوش مدل‌های ذهنی خط‌مشی‌گذاران از اصلی‌ترین کارویژه‌های تحلیل گران خط‌مشی هستند. یکی از روش‌های متداول در این حوزه روش ترسیم نقشه‌شناختی خط‌مشی‌گذاران عمومی است. در این نوشتار چیستی، چگونگی اجرا (تعیین شیوه‌های استخراج بردارهای نقشه‌شناختی، قواعد کدگذاری، ادغام و استانداردسازی، پایایی بین کدگذار، روایی و پایایی نقشه‌شناختی)، نمونه‌ای از کاربردهای آن در حوزه خط‌مشی‌گذاری (ارائه و تفسیر بخشی از نقشه‌شناختی آنگلا مرکل صدراعظم پیشین آلمان) و نقدهای وارد بر این روش واکاوی و تحلیل خواهد شد. دلالت‌های این روش برای خط‌مشی‌پژوهی پایان‌بخش این مقاله خواهد بود. این روش ارزش‌ها و مفروضات را سریع‌تر و کم‌هزینه‌تر از بسیاری از روش‌های دیگر استخراج می‌کند.
